I highlighted "What I propose instead is extra time in the form of a video resume to fully express and relate their experience within a 5-minute short.".

This point highlights an aspect of the recruitment chain, which is that the job-to-position matching process is still very subjective. Keywords don't represent all of me. All through school and university I suffered from the bias of being judged by single 2 - 4 hour exams to represent my years of study. Similarly some people will be great in video presentations for job applications while some people will feel inadequate or excluded. The thing is that good recruitment needs to see candidates from multiple dimensions. I personally would welcome the chance to present on video. But I have colleagues who would dread having to explain a technical solution to a camera.
